This NIE does not assume that Iran intends to acquire nuclear weapons. Rather, itexamines the intelligence to assess Iran’s capability and intent (or lack thereof) to acquire nuclear weapons, taking full account of Iran’s dual-use uranium fuel cycle and those nuclear activities that are at least partly civil in nature.
This Estimate does assume that the strategic goals and basic structure of Iran’s senior leadership and government will remain similar to those that have endured since the death of Ayatollah Khomeini in 1989. We acknowledge the potential for these to change during the time frame of the Estimate, but are unable to confidently predict such changes or their implications. This Estimate does not assess how Iran may conduct future negotiations with the West on the nuclear issue.
This Estimate incorporates intelligence reporting available as of 31 October 2007.

Abstract: After almost 20 months of intense negotiations, Iran six world powers – Germany, France, the United Kingdom, Russia, China, and the United States – agreed on a Joint Comprehensive Plan of Action (JCPOA) to resolve the nuclear impasse concerning Iran in July 2015. The deal provided verifiable assurances that fissile material in Iran could not be diverted toward weaponization purposes; the highest standards on nuclear transparency and inspections ever negotiated; and the lifting of US and United Nations nuclear-related sanctions on Iran. The agreement was welcomed by the international community and endorsed by a UN Security Council resolution.
This article examines the major factors that led Iran and the global powers to reach a deal. Those factors included each side’s willingness to cash in its main bargaining chips (a short breakout time for Iran and sanctions for the United States), a change in leadership in each country, and a shifting geopolitical context. Foremost, however, was the US willingness to change its demands of Iran from no nuclear enrichment to no nuclear bomb. The JCPOA has had major implications for the global powers and Iran, affecting especially the bilateral US-Iran relationship, the regional security situations, and US domestic politics.

“Iran tries to protect its national interest in accordance with international rules, regulations and negotiated agreements, and even the recent steps taken by Iran to cease the implementation of some of its commitments under the JCPOA not only are the continuation of its full compliance with the provisions of the deal consistent with its paragraph 36, but also do not break any of its international obligations, and Iran still is acting within the nuclear deal,” Kazem Gharibabadi said in Vienna on Thursday.
